Did a complete reinstall of the most current version of plex media server on windows.
I’m not sure what the problem was but it is now fixed and working as expected. I had previously gone through an uninstall, restart, reinstall cycle and this did not work.
I did go into device manager to make sure no new drivers were available for the tuner card. There weren’t so I don’t think that can be the issue.
regardless, the latest uninstall, restart, reinstall cycle worked.
You had database corruption in both the com.plexapp.plugins.library.db and tv.plex.providers.epg.cloud-*.db. These files aren’t replaced by a regular uninstall/reinstall so you either wiped the directory or installed under a different user.
