I don’t understand what the sync feature does in my mobile device. I get the impression that it will “download?” my library to mobile device? If this is correct, I know that I have too much data for my mobile device. Could someone please clarify?

It will download specified media (not your entire library) to your mobile device. If you sync video, it will also create an optimized version to make a smaller file that your device can play without issue.
