Thanks for the logs
I can see 1.13.5.5291 was launched at 20:33:05 and i can see requests were locked out until about 20:35 which was the time when you managed to access the server and download the logs. So it does appear like a transient lockout. I have referred the logs to the development team.
What would be useful to have together with the logs when you get the lockout is get a list of the connections - as i mentioned to @akilger14 here
It is a type of deadlock but I do not believe it is permanent
