Plex on Fire 7 tablet, playing offline, movie files on micro sd card

I am in the process of digitizing/burning my handicapped brother’s DVD collection (~250 DVDs). He is not very gentle with the DVDs and often we have to order replacements. I am hopeful that going the digital route on a tablet will have several advantages. Burning the DVDs to MP4 files is a slow process, but I hope to be done in the next month or so. Ultimately, I want to have the files on a Plex server so that he can access them from his Fire 7 tablet. Also the Plex interface and movie artwork will be ideal for him. My background is limited, but it appears that this will work well when the tablet is connected to the internet and the files are on a computer connected to the internet, but when the tablet is not connected there appears to be limited Plex options. I purchased a 512GB Micro SD card for the tablet and can probably fit most of the movie files on that card.

My questions are as follows:

  1. Is there a way for the Fire 7 Plex app to access the MP4 files on the tablet MicroSD card? I tried setting this up with a few initial movie files and it appeared that the Plex app did not want to search for movie files on the tablet.
  2. Is there another approach (or app) that I could be taking? I have the VLC media player app installed on the tablet, but it is not as nice as Plex
