I’m thinking about buying an Amazon Fire HD 8 tablet for watching content while offline, and was wondering if anyone knows if I would be able to download plex content to the microSD card, or if it can only be downloaded to the built-in storage?

I have no personal experience with those tablets.
According to the related support article you should be able to set/select the download location on Android (mobile) devices.
Thanks for the link, @tom80H - I wish it was a little more explicit about the location being able to be local or SD card storage, but it’s encouraging enough that I’ll give it a try and report back with the results! 
I inserted a microSD card, and had to choose if I wanted to format it to “use as internal storage” or to “use as portable storage” - from playing around with different settings, it seems like when you pick “use as internal storage” you may have to move the plex app to it, and then it will store everything on it, and if you pick “use as portable storage” then you have to go into the plex apps settings and you can update the download location to be the SD card (and if you already downloaded any content to the internal drive, it tells you that it will delete it and download it again to the new location). So, I can confirm that it works on this tablet.
Having said that, I have already run into a situation where I queue’d up a bunch of movies to download, and it basically broke (maybe it didn’t like that so many were queued up?), and all the downloads were just failing in a loop… after many retries and waiting, I gave up, reset the tablet to factory defaults, and started again…
So, I guess I’ll try to let individual downloads complete before queuing up the next one moving forward.
I have the same issue with downloads. Bought a Fire HD8 Kids (2022) to keep the little one occupied on trips.
It doesn’t matter whether I set the SD card to Internal or Portable storage, and whether I try to download a whole bunch of episodes at once or one at a time. I can sometimes get a movie or two downloaded but it eventually hiccups and refuses to download anything, then the app refuses to load at all. Only solution is to factory reset the Fire. Deleting/reloading Plex doesn’t work and I’ve tried multiple SD cards. Other apps (Disney+, etc.) aren’t having the problem.
