I don’t know exactly what you’re looking at but Plex Pass users can choose to download a beta version which is one version ahead of the Public version
Plex Media Server 1.31.3.6868 is now available to everyone.

That’s the difference
A person without a Plex Pass doesn’t see that because they don’t have the option to download the beta version

I’d guess that with all of the bugs/fixes recently, and the confusion between what fix(es) are in “beta” but are actually not in the newer “public” version, I think they’re trying to push one single version so that everyone is on the same page (verison). I know the site is not clear, but I think this may be a special case ?
I’ve been dealing with lots of transcoding issues for a while and changing & swapping between many different versions to test has been a PITA. Especially not know specifically what (detailed) fix is in what release (beta vs public)… So for me, having a line in the sand that says “right, from here, we’re all starting from this version”, is a great thing
