I have plex pass and setup accounts for myself, the wife and kids.

I have created a separate library for 4K movies. I have given all users access to this library.

My problem is that not all devices are 4K. Most of the clients are 4K TV’s however My daughter only has a Roku and 1080p TV.

She can still play the 4k video but it gets transcoded and ramps the CPU to 99%

Is there a way I can leave her account accessible to the 4k stuff (she sometimes watches stuff in the front room on a 4K TV) but not allow it to the Roku or not 4K compatible devices?

No, access to libraries cannot be tied to certain devices.
