I travel quite a bit for work and I listen to my offline (downloaded) music files frequently on the plane. In the past, I was able to pause/play see what was playing etc. on my Apple Watch. I traveled this week, after a few weeks at home and this functionality is no longer available. Anybody know what happened?

Do you experience this behavior with other apps too (e.g. if you’re playing things in Apple Music etc.?
I just checked this in my setup and the playback of both the regular Plex app and Plexamp on my iPhone shows on the connected Apple Watch.
Yes, Apple Music still works the same way and I can control playback from my watch. I checked all the setting I could think of and Plex is still but able to be controlled through my apple watch. I believe there used to be a selection in the watch setup to have plex be one of the apps on my watch and that is no longer an option. I installed plexamp also to see if that changed the outcome and it didn’t. All I see on my watch when playing music is a screen that simply says iPhone with no control possible. I am running ios 15.4.1 on my phone and watchOS 8.5.1
I take it you’re using the “Now Playing” app on the Apple Watch?
I’m not aware of any settings. The app is supposed to show what’s playing on connected devices – for me that means it shows a card for the Apple Watch itself (which I don’t use for playback), my iPhone and the Apple TV. If I play something on my iPhone, it’ll show on the respective card.
Yes I am using now playing and the only source that doesn’t work is plex. I recall there being a plex app for my watch and it is no longer there nor is there an option to install.
There’s never been a Plex app for the Apple Watch. Its playback will only show on the card for the device where the Plex app is located (e.g. iPhone, iPad).
I ended up resetting my watch to factory settings and then restored using a back up and it seems to be working correctly now.
