1 - If PlexPy shows they are at 17%, and the light grey buffer bar shows 47% – does that mean it will NOT skip until at least after that 47%?
2 - What if I turned off the server — would it still continue to play until that 47%? Or will it cut off quickly after?
3 - If I optimize the most recent 3 movies, in an original, a 1.5Mbps and a 4Mbps — how does the server decide which it sends?
The grey bar shows you how much the server has transcoded ahead of what the player is currently playing. This is NOT what has been sent to the client, but what is ready to send. If you turned off the server, you might get 10 seconds more video, or maybe even a minute, but it’s not going to play much longer than the amount the client has buffered to itself, which isn’t a lot.
Plex doesn’t send the stream much faster than the client uses it, so you can’t “buffer up” something onto the client to get ahead like Netflix does.
