what do you mean by “refusing to connect”?
cant access anywhere. 32400/web, any apps. Jail is running. The only thing i did was upgrade to 1.19 and thats when i started having this issue.

same if you go through https instead?
yes…it cuts off the https and returns with the same error message
can you confirm the Plex Media Server is running in that jail?
Try running pkg install libidn2 in the shell for that jail. After a jail restart plex should pick back up. It seems like there were come components missing with this build.
note - if that doens’t do it also run pkg install p5-Locale-libintl — some people need it, some don’t it seems. I needed both.

It doesn’t start. I just tried it on my testing jail. Stopped the old PMS (1.18.something), updated with “pkg upgrade” and when I try starting it it back up it doesn’t actually start. It doesn’t give an error, but it doesn’t run either. Can’t connect to the server on local LAN IP, but can ping that LAN IP fine. If I try and stop plexmediaserver_plexpass the system says it’s not running. Plex is also not appearing in TOP after I try starting it.

@nx6 have you tried the steps above? Installing that library (plus the second if the first alone doesn’t work) seems to fix it for most people.
No, and I’m not going to. The update is flawed. When the pkg upgrade command is run, the user should be informed the dependencies have changed, and asked if they give permission for libidn2 and libintl to be installed as well. The user shouldn’t be expected to know other items need to be added. This is a bad update by Plex, pure and simple.
As I said, this was tried in a testing jail. It’s not my main server. I only did it to answer the earlier quation @tom80H asked.
My main server is still on version 1.18.8.2468 and works fine. I see no reason to update at this time and I’ve already rolled the testing jail back to before the upgrade via snapshot. When Plex fixes their mistake, I’ll be happy to try this again and confirm correct behavior.
I tried both updates recommended but I have been at this on and off for hours. Both sockstat -4l and netstat -a shows that freenas isn’t listening to 32400 (or any port). Log files show the jail is running and processing files, I just can’t access it internally or from the plex.app

The point was to test the behavior and give more information. It’s nice you guys found a workaround, but a workaround is not truly a solution.
