Plex restarts transcoding when rewinding video

When streaming video away from home, my Plex server will transcode my videos down to 1.5 mbps to save wireless bandwidth. I have the Plex server set up to buffer 10 minutes of video so I can FF through commercials (video previously recorded on TiVo) and this works fine. However, as soon as I rewind the video, the transcoder seems to start over again and the previous buffer is lost.
Is there a way for PMS to step backwards in the buffer instead of trashing the current buffer and starting over?

I have the same issue. If I go back even 10 seconds the transcoding restarts. I have looked everywhere to see if there was a buffer setting that I could set to hold at lest 60 seconds of the played transcode but cannot find anything. Surely Plex could add the feature to hold the played transcode in some sort of buffer.
