Plex server buffering when connected directly to Panasonic Tv but wifi connected to Samsung works fine wifi is 150mbs is it just the Panasonic app thats rubbish ?

First of all, most TV’s have a NIC with 100Mb only, so wifi might be faster
With the limited info you provided, I would guess a transcode takes place, but PMS Logs will show that, so try and reproduce, and right after that, upload the logs
