Plex Server Long buffering issue at main server PC

Server Version#: 1.41.3.9314
Player Version#: Windows 10 PC
<If providing server logs please do NOT turn on verbose logging, only debug logging should be enabled>
I’ve moved to a different address also change ISP. after plugging back main server computer Plex takes a long time to buffer and display movies but there is not issue wit a mobile device.
Please help not sure what to do next.

I am seeing a bunch of:

Go to settings => General and try turning off Use hardware-accelerated video encoding and Use hardware acceleration when available I suspect only the first may be actually needed.

dbirch- i appreciate you reply however I’ve been looking at the general tab and I cannot find the hardware-accelerated video encoding future. could be possible to get more specific guide on this.

That option is under transcoder, not general.
