I’m having issues migrating a windows 10 setting from one PC to another. I follow the instruction provided Move an Install to Another System | Plex Support. The new system never shows my library’s. Ive tried multiple times.

If you are copying the files while the source Plex server and/or the target server is still running, you will end up with a defective copy of the main database file.
The same applies if the source server was not shut down in an orderly fashion.
If you have no access to the source hard disk anymore, try to restore one of the backup copies: Restore a Database Backed Up via 'Scheduled Tasks' | Plex Support
How did you choose the target folder?
The program was stopped before files are copied. How do you suggest stopping the program in an orderly fashion?
Exit the server using the Plex task tray icon.

You might wanna try robocopy or similar copy tools, which can copy only files which are different between source and target. Can speed up the process significantly.
