Plex server never opens on new computer with Windows 11

I had Plex on an old computer, loved it, and upgraded to a new computer with Windows 11.

When I log in online on this computer, it keeps telling me to “get Plex media server”

I’ve tried:

Uninstalling (a bunch of times)
Restarting
Reinstalling (a bunch more times)
