Plex server only accessible direct LAN and WAN IP

Plex was working just fine today. Randomly this afternoon without updating anything or changing anything or rebooting anything, the plex stopped being accessible. I need help figuring this one out.

I can access the plex using the direct LAN IP and the WAN IP so I know the ports are open and working. I can access my plex just fine using my phone. But nothing else, no Android TV device, or browser using the https://app.plex.tv/desktop/#!/ link. It just says No content available
Check your network connection and verify that any media servers are online.

I tried downgrading the server, upgrading the server, restarting all my network and devices. I don’t see anything that stands out in the logs except a certificate error but I can’t be certain this is the cause.

CERT: Error acquiring new certificate: Failed to upload CSR: 429, <?xml version="1.0" encoding="UTF-8"?>
