Plex Skips through show after about 20-30 minutes, HEW transcoding

Hello, I recently built a new plex media server on a Intel Gen 8 processor. I converted from linux to windows on this server. When I made the conversion I started my Plex database from scratch and migrated my media files to the new server. I am having two issues.

1 - I am having issues getting Plex to HW transcode anything using the Intel Gen 8 graphics processor. When I try and select SD bitrates to test anf force the server to transcode it does not come up at a HW transcode.

2 - Since moving to the new server all of my video’s no matter what player I have (Chrome, Shield, etc) will start skipping ahead or freezing making them unwatchable. THis happens like clock work after about 20-30 minutes. Any thoughts on why this is happening? Plex is completely unusable until I figure this issue out.

Some more info and I attached some server logs. I thought it was just 1 hours shows but the same thing happens on 30 minute shows where the file just stops playing. I resolved this. This issue wa due to the fact that I was running my downloders in docker and there is a specific issue with mono and cifs shares.
