Plex Stop Playing on Local Network for some users

I have 4 users on my home account. Most of the time only 1-2 users are playing content at one time. I have getting complaints that playback stops and the Plex app says that the server cannot keep up. This tends to happen on everything the users playback. The user will stop playback, exit, then start playback again, this will usually resolve the issues. Or the user will select a different quality, either lower or higher, doesn’t matter, and then the issue goes away.

I have went through settings, tried different devices, reset profiles, and nothing seems to be working. This only happens to some users, not all, and i have compared settings for each and then all look to be the same.

The player logs from one of the devices and the server logs covering the time when playback stopped will probably have info on what was going on

if all devices on wifi it might not be fast enough for the bit rate of files. if it is a bunch of different types of players then i would guess a server issue.

Last night, I was the watching a TV show and not even 10 seconds into the show it stopped playing. I exited out and started over again and it was just fine, didn’t change the bitrate or anything. This was an Apply TV device, wired. I’ll see if i can pull logs today and have users write down when it happens to them.

When this happened last night, I had two other users, remote, playing content but the server was only sitting at 20-30% util.

I am seeing a lot of these errors, which happens around the time a new playback starts.

Sep 11, 2020 21:52:46.937 [4916] ERROR - Caught exception trying to stream file: C:\Users\Administrator\AppData\Local\Plex Media Server\Cache\Transcode\Sessions\plex-transcode-1254ddbaf02f4556-com-plexapp-android-8de1ed62-4f5d-465d-9cff-8be7a014fecd\media-00212.ts: write: protocol is shutdown

Also, I saw this at the same time as a new playback:

Sep 11, 2020 21:56:09.200 [2444] WARN - Got a request to stop a transcode session without a session GUID (or with an invalid one).

And this, the user running plex server has full permissions to all directories. I saw the session folder be created and it was deleted after the session:

Sep 12, 2020 09:18:17.240 [6360] ERROR - Failed to delete session directory (boost::filesystem::remove: Access is denied: "C:\Users\Administrator\AppData\Local\Plex Media Server\Cache\Transcode\Sessions\plex-transcode-2h1tyr6l2wfopcyk0ajisos6-f9aea9df-c079-45ef-abf5-59a876538068\chunk-stream0-00026.m4s")

@BigWheel User just reported playback stopping and i pulled the logs. Does this have something to do with permissions? If that is the case then, the user running PMS is the same user that has full admin to the plex directory.
