So it seems that Direct Streaming was what was giving me issues with videos stuttering and just spinning. Not sure if I can resolve this by doing anything on my end or if it’s something I’ll just have to check again in future versions of Plex.
This is really odd, that will make its full transcode in all cases even when i.e the video stream can be copied and only audio transcoded (which is very common on web/chrome since the audio codec support is poor).
That said its very surprising that you have shuttering issues in this case since Direct Stream is much less expensive on the CPU and should provide smoother playback.
This option is there mostly for testing purposes or work around playback errors (not paying at all in some codec combinations).
I would need a sample of a file giving you shuttering when Direct Sream is enabled to investigate more. But I don’t see this in my BSD server with similar files (True HD)

this is been an issue for YEARS… i have been a faithful user of plex, once UHD was available plex throws up on itself… android devices, apple tv, windows based apps even on gigabit backbone with vlaned priority. you will never fix it as your transcoder is utter garage… debate me if you want. i found software through apple tv called infuse… all i know is i point infuse to my media server ALL media plays WITHOUT buffering over WIFI… come on… I loved Plex… its utterly frustrating to spend your life waiting for the wheel to stop spinning or suffer watching anything on plex under 720p…
BTW my server has an i9 with a nvidia 4gb GPU as i hoped the transcoder offload was to intensive for the i9 processor (not sure why it would ever be). adding the 4 GB GPU made NO difference. i will not give plex any more subscriptions until they finally fix this…
this topic has been going on for years Plex… why is this so difficult to fix, what the flux capacitor needs realigned… dont bother… you will NEVER fix this as you just dont want too.
People, it’s 1AM in the morning and i feel like i will trowing out the window my Desktop from where i stream to my TV…
I have to be honest, i am loooooosing my mind here.
How in god’s name did everything worked fine few days ago and today when i wanted to watch a movie, i didn’t knew why the hack does my desktop CPU FAN screams like hell and the movie was not running smoothly…
When i logged in… i found the transcoder eating up all the CPU
I don’t know, it doesn’t make any sense.
First of all Plex ruins the subtitle section where you could choose in which language the subtitle can be downloaded.
Now in 2 weeks distance… this happens 
It’s just simply beyond understanding.
I’m loosing it… honestly.
Tried installing an older version, same thing happens.
Now i’m switching to Servio… i don’t know… i’m just too tired and don’t have any nerves left to search for a solution… just can’t, cause when something brakes all of the sudden i just feel like setting that thing on fire and trowing out the window.
I hope you fix it… but like kblanch said… years guys… years…
