Plex Transcodes all files with PGS subtitles built in when streaming remotely, doesn't do it locally

Hello all, i have a Plex media server setup through a Docker container, i do have hardware transcoding and thats all good, but i am running into an issue where if a PlexHome account streams that is not mine and the Movie/Show has PGS subtitles burned in it automatically transcodes it on the PC, that PC is similiarly speced to mine and doesn’t have any issues other than that, i looked at settings Direct Play is turned on and Direct stream, His options are always maximum quality as mine are (not to list everything its the same exact options as on my local machine) but when its played on that machine its a transcoded stream which have PGS, those without DirectPlay straight away.
Can anyone clarify what is going on?
