After upgrading from Plex Server 1.17 to any 1.18 or 1.19 version Quick Sync Hardware Encoding quality is terrible.
Turning off Hardware Encoding and falling back to cpu encoding works fine.
Using a Intel UHD 630.
Server is Windows 10 1909
Due to being on an older server version Android TV’s recommendations page for each library is also broken.
quick sync has had a lot of issues related to drivers on the linux side recently, maybe its the same on windows? Intel recently opened up their window drivers, removing vendor locks, so anyone can use them. have you updated it recently?
What CPU are you using? the HD630 normally performs very well, but there was an issue, driver related, that caused not poor quality, but picture distortion, are you experiencing noise or distortion? search might help.
