PLEX Wont load

Ive installed plex media server, but it wont load or let me do ANYTHING. Ive restarted after install, done a repair install, done a uninstall and then manuall cleaned up the files and its still doing the exact same thing. It installs with out error, and then when IU go to open, or check for updates from the icon in the system tray, it loads up the browser with this address and sits at the PLEX screen:

PLEASE HELP! My old Plex box is dying and I want to migrate everything asap.

What do you mean by it “sits on the PLEX screen”?
Do you get the same result by opening http://loalhost:32400/web with a different browser and/or using a private window?
