Would be terrific to install Plexamp on Google Nest so we can have the device beautifully resting in the living room with the now playing and as a touchscreen control for visitors and friends.

You mean the Nest Hub, right? A regular Next doesn’t have a screen. You can’t install apps onto a Nest Hub.
Yes the Nest Hub. Being able to run a plexamp instance or even regular plex on a web browser but there is no way around it right?
Nope. Google doesn’t allow installing regular Android apps on those devices.
Being able to run spotify and netflix is then a Google native integration and they are the ones who male that possible. Have to pitch the top management on adding Plex native support 
Won’t happen. Search the forums, there are lots of discussion on integrating Plex with Google Home and why it’s impossible currently.
Edit - tl/dr Google doesn’t allow access to your local server.
