Having the application installed in the same location as the appdata folder, that’s not a good idea. It looks like at one point you had your transcode directory point to R: which may also be an issue. I would recommend uninstalling and installing PMS using the default locations.
- Shutdown your PMS. Use Windows control panel to uninstall Plex Media Server.
- Download the latest Plex Media Server
- Go through installer using the default install location, should be
C:\Program Files\Plex\Plex Media Server
This should get your Plex Media Server application/binaries back to where they should be without needing to move any of your localdata. I’m assuming you use this guide or one similar to set the localdata to a custom location. Is that correct?
If you want to continue to use a custom location for your transcoder, I would recommend creating a directory specifically for it Plex_trancoder and adding the pull path in the PMS webUI Settings > Server settings - Transcoder
