PMS crashes, and Logging problems

Server Version#: 1.14.1.5488
Player Version#: 3.77.2

Firstly, I have logging turned on/Enabled, However, whenever I go to Settings > Manage > Trobleshooting and click the [Download Logs] button and go to save it, the save window shows "which is: Compressed (zipped) Folder (1.5MB) … I save the file… when I go to it, it’s a 0 byte file…There’s nothing in it, an empty .zip filel OPENING the zip file in the File viewer instead of saving it results basically in the same thing, opening nothing

The PMS crashing is a recent occurance, starting Late-ish yesterday… I had some problems, working through them which included reinstalling my OS, doing tests and scans on my components <Memory, Drives, etc>… That, I believe having gotten fixed (no problems, 2 days running, knock wood) … I go to continue watching a movie on my browser, only to have it throw out a “Playback Error. Conversion Error. Transcoder failed to start” … then getting a “Server not found” …due to PMS stopping without warning… I’d reload it, refresh the server, and try again, only to have the PMS die again…

Update/Edit: JUST out of curiosity, I tried playing the movie through the Plex Media Player… it worked without a problem…No extended Loading circle, no “Transcoder Error/Fail”, no “Media Server unavailable”

Edit 2: Again, ‘out of curiosiy’, I went back into the player, moved to settings and attempted to download the Logs again… looking at the zip file created, it’s the proper 1.5MB size. (of course, trying to get fresher versions have all continued giving me a 0 byte file for whatever reason) …Not sure what files will be useful so I used the ones I typically see being offered up

Plex Crash Uploader.log (512 Bytes)
Plex Media Server.log (861.9 KB)
Plex Transcoder Statistics.log (652 Bytes)
Plex Tuner Service.log (1.9 KB)

Additional steps taken: Uninstalled Windows updates that happened around the same time/date problem was noticed (12/18|12/19) … Disabled Windows Automatic update… Rebooted… Same. Problem, PMS stops/quits.

Uninstalled PMS, rebooted, reinstalled PMS, ran… Same. Problem. PMS stops/quits.
Look through additional posts on forum, ran across: Update Version 1.14.1.5488 Error There was an unexpected error loading the dashboard

Followed link(s) to previous version of PMS… 1.14.0.5470 …downloaded, installed, ran it…Launched Plex, attempted to play the media that “started this whole thing” (The Hobbit (1977), by Ranking & Bass, if we’re being honest here) … FAITH AND BEGORRAH… IT PLAYED!!! So, turns out my problem with Plex MEdia Server was… PLEX MEDIA SERVER! <Or, at least the latest version: 1.14.1.588>
