PMS Remote Access Not Available (Strange Issues) Windows 10 Pro

I had a plex server on my Network from a Windows 7 Computer with no issues whatsoever.

I upgraded my server and along with it I installed Windows 10 Pro,

First of all, I have forwarded port 32400 to the IP address of the server. I have even set a static IP address on the server also to the same IP on plex and on the port forward.

Now here’s the kicker, I installed Plex Media Server on my other computer (Windows 10 Home) and it worked straight away with no port forwarding!
So starting to realise it’s a Windows 10 Pro issue. I’ve checked firewall settings and it appears as Plex has made the appropriate allowances in the firewall automatically.

Completely stuck for ideas. Anyone got any suggestions?
Been at this for weeks and pulling my hair out. Just about to buy plex premium on a few devices and order a bigger NAS but If I can’t get this working I may have to find another solution.

Just forgot to mention,

  1. I have tried Open Port Check Tool and it states Success: I can see your service on ..**. on port ( 32400 )
    Your ISP is not blocking port 32400
  2. My Windows 10 Pro OS BUILD NUMBER is: 17134.228
  3. My Server is Running an I5-4670k CPU @ 3.40GHZ, 8.00GB Ram,120GB OS SSD and 3 TB HDD
