I’ve tried everything I could possibly think of… I’ve tried uninstalling and reinstalling. Changing where Plex is installed… Deleted localfilehost… I have no idea what could be the reason the PMS does not want to open. Whenever I click to run the Plex Media Server, nothing happens. It doesn’t appear running in the System tray, but I does appear to be running in the background in the Task Manager. I just have no idea why the server doesn’t want to start… Please someone help. I miss using Plex… 
It is probably running. Try accessing it from http://127.0.0.1:32400/web or http://localhost:32400/web or IpOfPlexSAerver:32400/web/ from a web browser. The first two need to be used from the computer Plex is on while the last can be used from any computer on your network.
I have it running on my Windows 10 Pro x64 machine, so it’s definitely able to run on Windows 10. After it starts, are you able to access the server settings web page (http://localhost:32400 or http://127.0.0.1:32400)?
Was this ever solved? I’m having the exact same issue, and can’t find a fix.
