PMS shuts down immediately when initiating a local download

Trigger a local download on the fire tablet and PMS immediately crashes.

Running on current windows 10 build. Issue persisted after a fresh restart of the computer and fire tablet.

To clarify - as soon as I initiate a local download to start on a Fire Tablet, PMS crashes immediately. it will continue to crash until i cancel the download on the fire tablet
