Possible Bug? Unable to access Plex locally with correct settings when internet went out

Possible bug? I’ve done this countless times before but now it no longer works. I have my IPs set correctly in the settings to bypass auth. This is the first time the internet has went out and I was unable to access my library. It kept saying it couldn’t contact plex.tv . I tried by PC name:port and IP:port just like usual but nothing would bypass the auth. I checked the registry entry to be sure, and my IP was still in there. I logged into my server, clicked the icon to launch plex from the tray, and it even had 127.0.0.1 in the address bar but still wouldn’t launch due to unable to connect to Plex.tv. I thought that was particularly strange. Is it a bug with this version maybe?

Instruct your web browser to NOT delete the cookies of plex.tv when you close it.
That is where the authentication is stored.
It can only be established with a working Internet connection. So if you delete it and your Internet is out, you cannot access your server.

I don’t think I did that but what’s the point of the setting:

“List of IP addresses and networks that are allowed without auth”

Shouldn’t I be able to use it locally without it reaching out to auth with that setting? It’d be kinda silly to not be able to use it locally without internet like I was before.

So its’ weird. Every time it’s making my server authenticate even when going to local host and in the don’t have to authenticate IP list. That’s gonna be real inconvenient if the internet goes out again and there’s hurricanes coming lol
