When using the Channel Guide in web browser, I click on Today->Prime Time and it lists from 5:00pm - 6:30pm. Why is this? Can this be changed so that it shows from 7:00pm - 8:30pm instead?

No. You didn’t read the question wrong or perhaps I didn’t make it clear. I am clicking Today->Primetime and it shows 5pm-630pm instead of what prime time should be for me in CST which is 7pm-10pm (or 930pm for Plex’s view window):
What is considered “primetime” varies for different locations/countries. Right now, we don’t support different times for different areas so we had to use a generic time frame that fit everybody (or at least most). Primetime is currently set for “5-10”.
That’s the first I ever hear of that time frame. I think you need to change it to read something else. Prime time programming in regards to television is:
“The term prime time is often defined in terms of a fixed time period – for example (in the United States), from 8:00p.m. to 11:00p.m. (Eastern and Pacific Time) or 7:00p.m. to 10:00p.m. (Central and Mountain Time)”
Here’s how Plex displays the different settings on my system:
Midnight -> 12:00am-1:30am
Early Morning -> 4:00am - 5:30am
Morning -> 8:00am - 9:30 am
Afternoon -> 12:00pm - 1:30pm
Primetime -> 5:00pm - 6:30pm
Late Night -> 10:00pm - 11:30pm
Now all broadcast networks broadcast their new shows and repeats during prime time. On my system, you cannot use the presets to even view these. These shows are arguably the most desirable to watch each day yet Plex doesn’t have a mechanism to show them? It makes no sense.
I’m sure you’ll agree that this is broken and should be fixed to be more representative of what prime time should be. You could even rename ‘prime time’ to ‘early evening’ and then add a true prime time from the times listed from the link above.
Actually, that drop down is not a filter, it’s just a shortcut. You should still be able to scroll before and after those times.
I don’t know why the times chosen are what they are. My guess is to cover the UK. They don’t use the term prime-time but their equivalent peak times start at 5:30pm.

dinkl is right, this does not work like it should… fighting that seems pretty silly… A much better response would be, “yes, I recognize that “Prime Time” in the US for the Central Time Zone should be 7-10pm, thanks for bringing that to our attention, let me see if I can work with our development team and come up with a solution that will benefit everyone”

At the current version of the Guide, we are unable to allow for individual customization, therefore we had to choose a timeframe that would be close for the most number of users. We hope to be able to provide this customization as well as others in the future. Not to beat a dead horse, but who exactly are you targeting for the time frame selected? It’s certainly not anyone living in the United States. I’m not saying that the United States is the largest group of Plex users, but I am curious as to who, as you state, that this time frame is targeted for. Please let us know who this group is.
The afternoon ends with quiz shows at 5pm
News and local news are on from 6pm to 7pm
Then prime time starts
10pm we are back to the news again
Then late night after the news
