I would like to check if it is a known problem and is there any solution now?
In my case, it is working fine for music files with Vorbis tag, but album and artist data cannot be shown (unknown artist etc) in the library for music files with tag in ID3v2.4.
i think i am having this problem also but only for cover art. My entire library has pristine tagging from musicbrainz picard, all embedded as id3v2.4 (the future).
When i scan any of my music into plex (i have toyed with the agents on subsets to test) it does not take the embedded cover art. I do however think it takes at least the album tag because i have “tidied” some of the album names which are inconsistent in MB and the "tidied"ones show.
Can someone from the dev team confirm whether plex uses id3v2.4 tags please?
OK, after much time spent experimenting i have got all my id3v2.4 tags working correctly in plex now.
Here’s what i did to fix the issues i was having:
Completely remove my existing music library
Set Agents as such: Artists: Personal Media Artists:
Local Media Assets
Personal Media Artists Plex Premium Music
Local Media Assets
Plex Premium Music Last.Fm
Local Media Assets
Last.fm
Home Theater Backdrops
Albums Personal Media Albums
Local Media Assets
Personal Media Albums Plex Premium Music
Local Media Assets
Plex Premium Music
Lyricfind Last.fm
Local Media Assets
Lyricfind
Last.fm
On your main page under librarys is “Clean Bundles” do that
Add your music library again, for me i added it as a plex premium library but i guess a normal library will work the same. Make sure to tick the box for use embedded tags
Wait for library to repopulate and all music will appear using the embedded tags (or at least it did for me)
**For the plex devs, please take note that the “Agents” options in settings are really really confusing. They make no sense having three sub-library types per main library type. This only confuses newcomers **

It’s good to know it works for you. I followed the settings but it doesn’t work for me. In fact, I raised this problem in another post with below link, and had a conclusion that there is no solution for me as the problem is that Plex needs to match the meta data with some other database…
