I am running Plex on Windows Server 2012 R2. I had been running an older version of Plex because it was working without issue. I was running 0.9.1605.1993. I had to upgrade because all of a sudden I was no longer able to view Plex in any web browser I tried. I kept getting incompatibility errors, clearly I needed to upgrade. I upgraded to 1.5.0.3501. Things were going just fine until I decided to cleanup my 130gb+ Music collection. I was going through the files and removing all duplicates, I cleared out around 30gb worth of data. Plex was going nuts trying to keep up so I just deleted my Music Library until I was finished with cleaning up my data.
I went to add back the Music and am unable to add that or create any other library. I am also unable to see Server Settings, I am getting the “Server settings are unavailable” error. I have tried various things I am seeing on the site to try and get one or both corrected and so far nothing is working.
I have tried upgrading to the latest version of Plex thinking maybe I ran into a bug of some sort. I am now running 1.5.1.3520.
I have checked my logs looking for “Key not valid for use in specified state” as was recommended in one post, I didn’t that error. I tried cleaning my bundles, didn’t do it. I tried renaming my RSA, didn’t work.
From what I seeing the issue most likely is being caused because when I go to add a Library I am not being shown any Languages to select. When I check my settings I have all Languages. Someone suggested changing from English to English UK, but that didn’t help.
What can I provide to help get this resolved? I saw mention of deleting all of the Neptune logs as they can be very old from the previous version of Plex. Well, one of them is dated from only 2 days ago after I had upgraded so I don’t wan to delete those just yet, or do I?
I attached my Plex Media Server.log file. What other files would be needed to help diagnose this?

There is serious corruption in your entire library. I have seen this when jumping from 0.9.16 to 1.3.x and above. There are so many database changes even the migration tool can’t migrate data which wasn’t there in the first place.
I sadly can only suggest you erase the library completely and start again.

What are the steps in deleting the library? Do you mean to literally delete each item I have in there? Movies, TV Shows, etc? Then just re-add them back? Will I be able to do that after they are all delete or will my server be hosed?

I think I found what you are referring to. I need to literally delete about 30gb worth of data which makes up my library.
%localappdata%\Plex Media Server\ <-- delete all contents from within here. Then when I restart the server it will regenerate all of this and begin to rebuild the entire library.
Will this account for my not being able to access the Plex Server Settings as well? Should I be able to add back my 2 libraries which I am no longer able to do so?

Sorry I didn’t get back to you last week, went on vacation and didn’t get back until early this morning.
I deleted the entire library and rebuilt it. That did the trick! Thanks for the help.
