Question about updating 'Server'

Does anyone know when updates get released for NON plex pass users?
Are the releases like 1, 2 or 3 months behind the releases for plex-pass users?

Example, the current release for free users is 1.5.6 and the current release for PP users is 1.7.2

There is no fixed ‘delay’.
A version usually gets released to the public when it is deemed ‘stable’ enough for general users.
