Raspberry Pi 3 B with HD HomeRun Extend - can't watch live tv

I have Plex Media Server running on a Raspberry Pi 3 B. I also have an HD HomeRun Extend. Both are connected via ethernet and talking to each other. I can connect to the Plex from our Apple TVs and watch movies and shows that have already been saved on the Plex. I can’t seem to watch live TV, though. I know the HomeRun is working because I can connect to it from my Mac on the network using the HD HomeRun app and watch shows without an issue.

When I try to connect to the Plex to watch live TV through either the Plex app on the Apple TV or the web interface from my Mac, it seems like the Plex can’t keep up. Most of the time, the video doesn’t even start. When I ssh into the Pi, the CPU usage hits around 340%, sometimes spiking to close to 400%. Seems like something about the encoding might be maxing things out but I’m not sure if there’s anything I can do - either in the Plex config or the HDHomeRun config. I also just noticed that there are licenses I can purchase to enable hardware MPEG-2 or VC-1 encoding on the Pi. Is there a magic bullet setting I don’t have turned on? Would one of these hardware encoding licenses help?

FWIW, the HomeRun setup is:
Default Transcode Profile: internet480
DLNA Formats (all selected):
Advertise 30fps AVC (mobile devices)
Advertise 60fps AVC (heavy devices)
Advertise native format

While the transcoding is happening, the HomeRun reports the following on the Tuner Status page:

I don’t see any transcoding settings in the Plex config anywhere but I could be missing it. If there’s a setting someone wants to know about, let me know and I’ll look it up.

I’ve got the latest version of everything in this post (AppleTV client app, Rasp Pi kernel/packages, Plex Server 1.13.9.5456, latest firmware for HD HomeRun).

What you need to do in the Plex app on the AppleTV is set playback to be “Original Quality”. This should prevent the buffering.
