Hi there has anybody succsesfuuly mounted drives to the rasberry pi 3 B + and can plex see those drives and files if so please explain how this was done

I cannot help with that. The ARMv8 will transcode H264 up to about 20 Mbps without subtitles.
Should you be using subtitles or attempting HEVC, you will run into problems
no the file is in H264 mp4 vlc on the desktop plays it smoothly its only plex that is stutters on
i don’t think rasberry pi 3B+ will support Armv 8 and it only an armf v7
