Does anyone know of a more modern way to emulate a Raspberry Pi 2 on a PC, preferably within Windows? I’ve seen some links to an older QEMU method from years ago, but it’s buggy and only emulates a Pi1 at best.

It was to play with Rasplex a bit on a PC, but point taken. 
Doubt whether you would get Rasplex running under emulation, if any exists.
If you want Rasplex on a PC then load up OpenPHT, it’s nearly the same thing (Rasplex it more functionally rich at the moment) and from the next release for both OpenPHT and Rasplex they will be the same thing.
