I recently had to rebuild my server due to authentication token. Clearing the windows regedit items did not allow to take new ownership.
So anyway. Server rebuilt, but with the same name. The apps for Roku and iOS shows the new server and libraries as present. Android and Amazon versions of the Plex app shows no servers as available.
Could we be looking at an issue with server name identity?
First, check your list of Authorized Devices and delete any old, unused servers: https://app.plex.tv/desktop/#!/settings/devices/pms. Do not delete your current server or you will have to re-claim it.
Then, on the Android devices, try rebooting them. If that does not work, log out & log back in on the Plex app. The re-authentication with plex.tv should refresh the list of servers the device can access.

All of the noted steps had already taken place.
Before performing the Deletion of old server I had 2 instances of the server name showing, but both showed offline. Now I have none listed for the android/amazon devices.
and decided to go 1 step further….
I deleted the authorized devices for the android devices. Checking access and now its working!
