Recent Stuttering during playback - semi recent issue. not sure where to start?

Hello all,
i hope this is the right place to ask this, if not i hope a Mod will move it. i have been using plex for quite some time. i really have had no issue with playback until semi recently. i have been casting my tv shows to my chromecast and when the video starts it gets all choppy, and the audio is all stuttering. if i pause and start it again, it will help sometimes but it seems to come back randomly. my wife says it not only happens on chrome casting but on playback on her android phone as well, and she said it has always played on it just fine. i am watching the same type of download i have always used so i am not sure where to begin looking.

plex is on a seperate VM on my network and the VM does nothing else. my files are on a separate physical server running windows home server 2011. can anyone give me a starting place to start looking??

What kind of specifications is the server running with?

its a windows 2012 r2 VM with 2 virtual sockets running 4 cores per socket and 8GB ram. it has a 40gb hard drive with 14.9GB free

And what spec do the cores run at?

Intel XEON CPU L5410 @2.33GHz

here’s something interesting to add… i noticed that my playback issues are not happening on my Roku’s. they only happen with my X-box 360, when i chromecast from my phones and playback directly on my phones. only My rokus seem to be unaffected

music is stuttering since about 2-3 weeks when playing to my chromecast video (new version). On Chromecast audio no issues. Never had that before.

so since i could not get any help with this issue on my xbox 360, i bought a Roku and put it in its place. Never have issues with the Roku’s
