recommended hardware and configuration for smooth live tv streaming (hdhr prime and connect)

I’m experiencing buffering and eventually an error message saying the server is not strong enough for smooth playback of the live stream. (I’ve seen this on Android TV (shield), Android app (on phone))
Is there a way to set transcoder properties in the server specific to the MPEG2 live TV stream (separate from the other mp4 video sources)? IE: I’m fine w/ my server just doing a quick and dirty transcode for the sake of smooth playback. can plex utilize video card hardware decoding/encoding of live TV? If so, I’m willing to throw some video hardware in there.

just updated to the latest Server and Android app.
I have an HDHRPrime and HDHRConnect

Server is a i5 2500 (3ghz quad core), 8gb ram, running win7, w/ no dedicated video at the moment.

What are your client settings? Those play a part as well I believe. Also are you hard wired or wireless or combination? From my experience I have not seen many issues with that on my Nvidia Shield but I am completely hard wired.
