“Manually” means the second method that is described in the above linked article.
It doesn’t require Plex to run at all.

C:\Users\Greg.GREGSERVER\AppData\Local\Plex Media Server\Plug-ins\WebTools.bundle. It’s no longer working and is being replaced by WebTools NGAvoid that like the plague. it interferes with Plex all the time.
The replace “Plex Web” with “Plex for Windows”
Plex Web is the default plex app. https://app.plex.tv
Restoring defaults didn’t fix it.
Unless we can point to how Bitdefender is causing this issue after a year of using it without issue, we’ll have to count it out. Plex seems to be looking for a temp directory that doesn’t exist.
That is a flawed line of thought.
Anti virus software mutates all the time and changes its behavior. It has to, since it has to deal with the ever-changing nature of its opponents.
Try uninstalling it. If Plex suddenly works, you know why. This has happened to many other Bitdefender users. Both recently and in the past.
Bitdefender was removed, and the problem continues to exist unfortunately
There was a message about a damaged database in your logs. Next step would be to try and repair them. You can use this .bat file to do that quick and efficiently: PlexDBRepair/Windows at master · ChuckPa/PlexDBRepair · GitHub
Make sure you have plenty of free space on your C: drive beforehand.
