Am I able to record programs with the use of a Fire Stick or do I need a tuner as well?

The Fire Stick can run the Plex Client but you will need a Plex Media Server and a tuner device configured in the Plex Server Live TV & DVR Settings to be able to record. Edit: dang phone keyboard.

Do I add the tuner to my PC or the TV?

You add the tuner to the PC that has the PMS installed. You add an antenna or unencrypted cable connection to the tuner.

There are tuners with network connectors. All of the devices from SiliconDust are these kind of devices.
They can be installed wherever there is both an antenna cable and a network cable.
(Which means, it is probably a good idea to put it close to your antenna to keep the signal loss from a long antenna cable minimal.)

The Plex server will then use your home network to access the tuner.

So I wouldn’t get the best results with the AVerMedia AVerTV Volar Hybrid Q or the HAUPPAUGE WinTV-Dual tuners?

Define “best results”.
It is certainly possible to use other tuners.
I was merely pointing out that a tuner doesn’t need to be in the server.

Nobody could tell you that without knowing your house/apartment and the reception situation.
(well, maybe a marketing person with silicondust would try to do so, but that’d be shady)

I have the tuner installed not can’t get Plex to open
