I can’t make out from previous posts if this is a known bug or is it just me.
If you use a tag editor to a track already in the library to change something and then run Refresh Metadata nothing changes. Prefer local metadata is selected.
I see that the cover art is only displayed in Views that display album art.
Refreshing the metadata does in fact display the artwork.
Apologies for that.
However, the only way to get the Artist field filled is to enter it manually, track by track.
Actually, if all your files are named after the same pattern, you can use software to extract the artist name from the file name and then put it into the meta tag. mp3tag is one excellent example.
It has a feature named “Convert - Filename → Tag”
The pattern matching string of %artist% - %title% should extract both track title and artist tags.
All the tags are filled in using Mp3Tag: Title, Artist, Album, Album Artist, Cover picture. Not all cover pics yet.
And where I have complete albums each album is in its own folder. Or even if I have a few tracks by one artist I put them in a folder. (And the alphabet is a hierarchy above the albums.) But some tracks are the only track by that artist that I have, and creating folders for 1 track seems excessive.
And that is my complaint - even though the Artist tag is filled in, it is not read in by Plex. Scan or Refresh Metadata. (If I fill it in manually, Refresh Metadata does not clear it, so it would seem that it doesn’t even look at it.)

move tracks without an album at least into a folder named after the artist
create a new, additional music library and point it directly to the /A folder. Make sure to enable the “Prefer local meta tags” checkbox before you hit “Create”.

P.S. a few music-related fixes will be in PMS v1.25.9, so you might wanna re-evaluate once this version becomes available to you.

Used all settings as suggested. (Was doing that anyway.)

All 4 tags are filled in.
Added A\ as a library and A\Adam Faith\ as a library.
In both libraries the Artist field is empty.
In my actual library not a single Artist field is filled in, regardless of the folder structure. Single Letter of the alphabet or letter\ArtistName or letter\ArtistName\AlbumName.
Tried on a different physical drive. No difference.
Because there is no Artist displayed, with tracks that are not part of an album I set the Album value to the artist name. So that I at least see an artist name in the list.
Please don’t fill in the album tag if the album is unknown.
is this library actually using the “Plex Music” scanner and agent?
If you go back to your 2nd screenshot above: the fact that the artist name appeared in the input field for the album title gives me the idea that something about your meta tags might be “special”. Is there a possibility that the file contains more than one type of meta tags? Or that one meta tag contains more than one value?
Either way. A future PMS version will bring some revamped scanner and agent code. It is worth revisiting this issue again after that.

1.) Yes to both.
2.) The artist name appeared under album title is because I put it there. It is the only way I can see who the artist is.
My folder structure is:
First-letter-of-artist-name\Artist-name\Album-name
I work with folders when looking for tracks. I know I went B and then Beatles so when I see tracks I know it is the Beatles, even though there is no ArtistName.
But I have hundreds of instances where I only listen to 1 track by that artist, so I only put that track in the library. The rest of the (unwanted) tracks are stored elsewhere. And I can’t possibly create a folder for each and every one of these tracks, so I put the ArtistName in AlbumName so that I at least see something.
As for the improved version, I have a nasty something suspicion that there is something about my PC that stops it working, and neither will the new one… Why nobody else?
