There is no need to change a setting in the Windows firewall, if you want to change your external port number.
Just make sure the network connection is classified by Windows as “private” and not “public”.
The server itself will always use port number 32400.
But the portforwarding which you set up in your router can use almost every port number you like for the external (i.e. “internet-facing”) port.
Then you just tell Plex which external port number you’ve selected, by putting it into “Manually specify public port”.
