Remote buffer until second user is on🤦‍♂️

Server Version#: latest stable
Player Version#: latest stable Roku and Android TV

Can’t for the life of me figure this out. Thinking might have to be something with the ethernet port needing to be optimized on Windows 10 or my new router (Nest WiFi upgraded from Google Wi-Fi). Remote live TV will buffer unless a second user is on. When I’m watching the graph it’s going up and then dropping back down like a heartbeat but it flat lines for some reason and then jumps right back up. Any thoughts to fix this?

Still not solving the issue. Seems to be something with the newest release of stable Plex. Backdated and it doesn’t seem to be a problem.
