Remote users streaming at maximum speed of 1 mbps and transcoding to sd no matter what the quality

So I noticed that no matter what settings I set Plex to, users only stream at 1 mbps. Some have their settings set properly over SD streaming. I have 20 mbps up with unlimited bandwidth per client for testing purposes. Nothing changes

It also shows transcoding down to SD no matter what. Remote access is green with port forwarded

I recently moved Plex over to docker from a windows server. Docker is installed on Ubuntu 18.04 with 20 vCPU’s allocated as a virtual machine . It is fully updated. It sits behind a reverse proxy handled by Traefik. CPU usage is low even when transcoding.

I am at a loss as to what to do next. Screen shots of settings below.

sounds like plex relay

Have you tried remote streaming yourself from say your phone?
See if, when you set your client setting on your phone correctly, you can stream past 1mbps

Its not going through the relay because remote access is green and not indirect

Yes. Its set to original and still 1 MBPS

that doesn’t mean it isn’t plex relay

Just to be sure, I see in your images that you have the server set to "Limiit Remote Streams to original*, but is it also set to maximum inside the plex app on your phone?

is this all users ? are they mobile or on home internet?

some mobile carriers can throttle traffic

But that just means there is no limit right? Like it says?

Both.

Assuming it isn’t a relay issue, which it still could be…
There are two things that control remote client streaming quality/speed.

  1. The “Limit Remote Streaming” setting on the server
  2. Each client can set the quality of the stream as well, up to the server max

So what is your client set to?

My phone is set to 720 3 mbps

It initially streams at that quality then drops to this. I have a good connection
