You should just fix the subtitles and then insert them into the file so it is permanently fixed.
To edit subtitles use Aegisub
To add the edited subtitles in (you can also make the subtitle forced) us MKVToolNix
Yes, but you can’t do that if it is an “external” file (downloaded by plex).

I also would strongly appreciate the possibility to adjust the timing of the subs
In most cases of external subs the timing sucks, sometimes badly.
The only workaround that I know of is to manually search proper subs and put them into the appropriate folder with appropriate naming/mux them into the video.
But: This is (imho unnecessary) workload and mostly complicated. Better to have an option inside PMS to adjust (like the Kodi way, maybe we could have the + and - keys for that).

I hadn’t found that yet, great! As it is not very convinient and a convulution it is at least something and better than nothing!

Think you’re basically right, but: Not everyone who’s able to setup a PMS (=easy task) would be able to do such things. Imho it requires more knowledge and skills than the average plex user may have.
Btw I didn’t know Aegisub (used to use Subtitle Edit so far), thank you for that, will give it a try at my home machine. On my server - no way, it’s a headless thingy only administered by ssh connection.
For TV shows, I just want to watch and delete, and my whole process is automated, so a simple way to adjust the timing while watching on roku would be awesome. Seems like a simple thing to do (given it’s been done on other systems) and would be a great service to people with hearing loss disability.

The sub downloaded by Plex isn’t accessible to the average Plex user (as someone else, in fewer words, already pointed out).
Also, stopping playback, then manually downloading the subtitle, then re-syncing the subtitle, then adding the subtitle to the media, then refreshing the media, then re-starting playback, kinda defeats the purpose of the built-in subtitle download feature, not to mention it’s way more steps than even the above average Plex user is willing to do.
Subtitle shifting should be available through the GUI on all the platforms, especially the major ones; iOS, Android (hopefully this will include Amazon Fire TV and Google TV) and the Web Interface.
Through GUI, because keyboard shortcut isn’t really an option when using a the (nice and) simple remotes that come with Apple TV and Amazon Fire TV (as someone else also already pointed out).
