I have a friend who is on my server. He set up a parental user for his son with parental restrictions. How can I do the same for his son on my server with out having his son create a new user account?

You cannot share with managed users inside your friend’s Plex Home.
You could share with them, if they actually have a Plex account of their own – although that’ll be up to your friend as it means their kids could also have access to a number of online media sources and not all parents seem to be all that happy about that.
Gotcha So there is no way to do what I am asking.
