Roku buffers to 13% then glitches

Since Windows 7 is at the end of its support I did an update to Windows 10. Now I get “Playback has stopped due to multiple playback errors. Please check your connection and try again.” I’ve power cycled my router and the TV is able to stream with other apps from the internet. The loopback playback on the server works fine. I have an SSD for my system drive and a 3 TB hard drive for video so I tested libraries on both drives with the same error. I even changed the SATA controllers of the hard drives to see if that was the issue. When I start playback on the TV it will buffer to 13% then restart to buffer and then get to 99% and the video will start playing for about 5 seconds before getting the “playback has stopped error”. I’m pretty sure it has something to do with the upgrade from Windows 7 to 10 because that is the only thing I did before it broke. Oh I also reinstalled Plex media server on the server as well as Plex on the TV to no avail. Any Ideas?

What type of files are these? MP4, MKV, HEVC…etc.

I tried 2 MP4 files and an MKV file. The MKV file did act a little different but ultimatly did the same thing. One of the MP4 files I tried was working before the upgrade to win10. I will try other files to see but my library seems to work fine with vlc and plex player locally on the server.
