Just started happening. Simple local Plex user. Went to Movies and only recommended titles were shown. There was no Library word at the top to click on and display all films. Android client on the phone showed titles and library, so does the PC. Roku just quit offering the entire Library.
EDIT - If I search for a film manually, I can find it. FWIW, this started after installing latest PMS update AND the latest windows update. But only the Roku isn’t displaying all films.
