Roku is transcoding content when it used to direct play. I can tell what’s being done (container and video stream are being transcoded), how do I determine why?
I tested with a file I’ve successfully watched in the past and included the log of that vs now.
Made sure everything was up to date, now it doesn’t play at all, I never see the session pop up to get any details on. Might order a new client next week and see if this is a Roku issue or Plex issue.

Tried a few other players all worked fine, replaced roku with AppleTV 4K. Roku support is about as good as Plex these days as evident by this thread so think it was the right call. Can use DFS channels again also now so win/win.
